The agency offers its customers the following services :
. The occupation of terrestrial public domain of the fishing harbours.
. The stay of the boats in the basins of the fishing harbours.
. The hoist of the boats, stay on the area of careening .
. The stake at the disposal of the tooling or the public material.
. The stake at the disposal of the refrigerated warehouses.
. The edible matter supplying.
. The landing of the fishing products.

The different benefits granted by the agency lead to the perception of royalties whose tariffs are fixed by The Order of the Minister of Agriculture and the Minister of Finance dated 23 april 2018, fixing the port charges for the benefit of the agency of the ports and fishing installations.fixing the pertaining royalties list to the landing of the fishing Products and to the use of the harbor public domain and the public tooling of the fishing harbors.

However, the relative royalties to the temporary occupation of the harbor public domain, two thirds are reduced to the hoist, coming down and stay on the area of careening, due by the boats armed to the fishing having like harbor of servitude one of the harbors of the north zone situated between the tuniso - Algerian border and the parallel passer-by by the beacon of borj kélilia including the harbor of kélibia.

 

:: SIMULATION OF CALCULATION OF THE ROYALTIES ::

-- Royalties for temporary occupation and concession of the harbor public domain --
The temporary occupation or the concession of the public domain consists in renting the naked land or buildings for the exercise of the activities bound directly or indirectly to the fishing. It is achieved in accordance with the following procedures:

--
Occupation of a building which doesn't include the edification of construction, works or equipment --
1.
A special form for temporary occupation application can be either downloaded directly from a computer or withdrawn from the harbor office.
2. This application will be filled by the applicant and will be returned to the administration of the harbor with a file including all required pieces represented on that printed application.
3. The file will be submitted for approval to the consultative commission of the harbor.
4. After examination of the file by the competent services of the APIP and approval of the Chairman, the person concerned will be invited to provide a guarantee or a banking guaranty for an amount equivalent to the value of one year renting and valid for the whole length of the occupation.
5. Concession of a temporary occupation authorization to the applicant.

6. In case of refusal, the person concerned will be informed by a written letter mentioning the necessary justifications.

-- Naked land occupation for the purpose of construction or the installation of fixe equipements --

A special form for a temporary occupation application can be either downloaded directly from a computer or withdrawn from the harbor office.
2. T his application will be filled by the applicant and returned to the administration of the harbor with a file including all required documents represented on that printed application.
3. The file will be submitted for approval to the consultative commission of the harbor.
4. After examination of the file by the competent services of the APIP and approval of the Chairman, the person concerned will be invited to provide a guarantee or a banking guaranty for an amount equivalent to the value of one year renting and valid for the whole length of the occupation.
5. Establishement of a contract for the temporary occupation.

6. In case of refusal, the person concerned will be informed by a written letter mentioning the necessary justifications.

-- Staying royalties in the basins of the harbors --

A / Fishing boats:
The staying royalties will be deducted by barrel of raw tonnage and per year at the rate of:

- Four Dinars (4,000 DTS) for the boats of more than 30 barrels of raw tonnage.

- Two Dinars (2,000 DTS) for the other.


B / Non fishing boats:
The staying of the pleasure boats and the commercial ships can be admitted exceptionally in the fishing harbors in the limit of the availability of the embankments and in return for a staying royalties payment calculated in accordance with the following scale:

- Commercial ships: the staying royalties will be deducted on the basis of the tariffs in force in the trade harbors.

- Pleasure boats and others :

* 0,430 DTS per day and by meter from October 1st to April 30.

* 0,600 DTS per day and by meter from May 1st to September 30.

-- Royalties for hoist (coming down and stay on the air of careening), non included wedging -- The hoist of the boats constitutes a strategic service for the security of the flotilla in the harbors.

The stay of the boats on full earth can be on the area of careening of the harbor or at a boatyard. The stay on the land is preceded by the appropriate operation : drying and the coming down of the boats.

For the stay on the area of careening of the harbor, the right is deducted by barrel of raw tonnage for the fishing boats as well as for the pleasure boats and the foreign ones.
For the fishing boats : The royalty of hoist is 6 dinars by barrel of raw tonnage. Beyond the fifteenth inclusive day, it is applied a complementary overcharge by barrel of raw tonnage and per day of 0,500 DTS.
For the other boats : The royalty of hoist is 10 dinars by barrel of raw tonnage. Beyond the first week, it is applied a complementary overcharge by barrel of raw tonnage and per day of 0,700 DTS.

For the stay at a boatyard and in addition to the above described rules, the customer must present a hold in charge of the boatyard.

-- Royalties for use of the tooling of the public material --

These royalties are fixed on an approximate estimate established by the agency of the harbors and facilities of fishing and are approved by the user.
-- The stake at the disposal of the refrigerated warehouses (refrigeration and congealment)-- The agency puts at the disposal its refrigerated warehouse to their customers for the production of ice, the refrigeration and congealment of the products of the sea. All fishing harbors are equipped with the refrigerated facilities of a capacity of ice production and varied storage. The renting of the these facilities is done by an invitation to tender.

-- The supplying of water and electricity and the distribution of fuel --

Water and electricity can be provided to the boats or to the occupants.

For the first case (niche) of water and electricity are installed on the embankments. The customer expresses the need and adjust the amount of the royalties.

For the second case, some divisionary meters are installed for every occupation of the DPP and a periodic summary (quarterly) the index of the divisionnary meter will take place for the invoicing of the supplies of water and electricity. The exploitation of the fuel stations is confided to franchisees. The relative royalties to water and electricity supplying are fixed like follows:

- Electricity : The price of the kilowatt/H will be deducted according to the middle price invoiced to the APIP by the STEG, all right and taxes included, raise of 10% counter part of the services returned by the agency.
- Water : The price of the water m3 will be deducted according to the middle price invoiced to the APIP by the SONEDE, all right and taxes included, raised of 10% in counter part of the services returned by the agency.
- Distribution of fuel : The exploitation of the fuel stations is confided to franchisees. The royalties are fixed by convention between the distributor and the APIP.

-- The storage and ice supplying --
The APIP has refrigerated units and factories of ice in all fishing harbors whose majority has been rented to the third according to the application of the political disengagement of goverment concerning the competitive activities.

-- Royalties of landing of the products of the sea --

The landing of the fishing products leads to the perception by the APIP of a royalty whose amount rises to 2% of the value of the products disembarked. This royalty is instituted to cover a part of paying off expenses of the harbor infrastructure, the expenses of exploitation and maintenance of the harbor facilities and its annexes facilities. The amount of this royalty reverberated on the selling price to consumers. This royalty is appropriated to the level of the production market or of gross market by the brokers of sale and if not by the sellers.

For the fishing products destined to the export and produced by the exporters' or producers' boats bound by contracts with exporters and not passing through the production markets or through gross market, the royalties will be calculated on the basis of the real price by kg according to the mercurial of the landing day.

The royalty is paid directly by the exporter.
